Boiler and Pressure Vessel Certificate of Inspection (COI) 

To support device owners/operators, TSSA has implemented an automated process to renew the Certificate of Inspection (COI) for boilers and pressure vessels.

  • Not registered yet for the portal? Contact customerservices@tssa.org or 1-877-682-8772.
  • New TSSA customer? Once you have received a Record of Inspection (ROI) from your insurance agency, please complete the Application for a Boiler/Pressure Vessel Certificate of Inspection Account, and forward the completed application to intake@tssa.org.  

Step One: Schedule an inspection

Arrange for an inspection with your insurance company or inspection agency 60 days before the expiry date published on the existing COI. You will also receive reminders from TSSA in advance of the expiry date.

Step Two: Review the Record of Inspection (ROI)

After the inspection of your BPV device, your insurer will upload the ROI onto the TSSA portal. As the owner/operator, you’ll receive an email from TSSA that your ROI is ready for review.

Access the new BPV COI portal to review your ROI(s) and ensure the information is accurate.

  • If you need to make any updates to your information, please fill out the appropriate form and email account changes to Intake@tssa.org, and device updates to bpvidrequest@tssa.org.

Note: Insurers have 30 days to upload the ROI to TSSA’s portal after the inspection  

Step Three: Review invoice

After you have approved the ROI, the portal will generate a list of ROIs available for payment. Only ROIs approved in your current portal session will be available for payment.

Step Four: Make payment

Device owners can pay with a credit card via the BPV COI portal (in the same session in which they approved the ROI) or they can request an invoice which will be sent via email or traditional mail. Pay the invoice within 30 days to obtain a COI. Invoice payment can be made with a credit card via the TSSA Invoice Payment portal.

Step Five: Obtain your COI

After payment is received, you can immediately print or download the COI. Post the COI near the device in a visible location.

This COI process supports Ontario Regulation 220/01 (Boilers and Pressure Vessels Regulation) rules:

  1. Section 10.1(3) of the Regulation requires you to apply for a COI, by paying the set fee, no later than 30 days after receipt of the ROI from your insurer.
  2. Section 5 of the Regulation makes it an offence for any person to operate or use a boiler/pressure vessel in Ontario unless TSSA has issued a current COI to the owner or operator.
  3. If an Owner does not take the appropriate action to obtain their COI, TSSA may, without advance notice, begin further regulatory action, which may include shutting down a device or prosecution for offences under the Technical Standards and Safety Act, 2000.

Insurers can obtain a unique identification number (UID) for inspected devices by completing the Request for UID form and submitting it to bpvidrequest@tssa.org.

What is a Certificate of Inspection (COI)?
A Certificate of Inspection is a document issued to an owner of a boiler or pressure vessel (BPV device) after a passed periodic inspection, authorizing them to legally operate the device.
Who requires a Certificate of Inspection?
Individuals and businesses who own boilers and pressure vessels regulated under the Boilers and Pressure Vessels Regulation are required to have a Certificate of Inspection for each boiler or pressure vessel that they own that is in operation.
Who will issue my Certificate of Inspection?
The Certificate of Inspection is issued by the Technical Standards and Safety Authority (TSSA).
What is a Record of Inspection (ROI)?
A Record of Inspection is a document submitted to TSSA by an inspector/insurer after a passed periodic inspection. Owner/ operators will be notified by TSSA after an insurer has uploaded an ROI to the TSSA portal after an inspection.
When will my BPV device require a Certificate of Inspection?
As of July 1, 2018, all regulated BPVs will require a COI after a passed periodic inspection and for all subsequent periodic inspections. To obtain a COI, every owner of a boiler or pressure vessel must ensure periodic inspections are performed by their insurer or by TSSA, according with the requirements included in the BPV Code Adoption Document (CAD).
How long is Certificate of Inspection valid for?
The COI is valid for a period that coincides with the inspection cycle of a BPV device. BPV devices have inspection cycles that range from 12 to 36 months. For example, if your BPV device is inspected every 24 months, then your COI will be valid for 24 months from the day it was issued.

How do I access the portal? 

Owner/ operators can access the portal at: https://ownerseservices.tssa.org.  To access the portal, registration is required. For registration support, please contact customerservices@tssa.org.

 I tried to access the portal, but I am getting an error message and can’t login.

TSSA’s self-service BPV-COI Portal is supported by Google Chrome and Microsoft Edge. Using a browser other than these two will result in an error.

Can multiple contacts from our organization access the portal? 

Yes. Each contact will need to register separately on the portal. Send an email with the contact’s first and last name and their email address to customerservices@tssa.org. 

Who do we contact to set up another portal user? 

Send an email containing the contact’s first and last name and their email address to customerservices@tssa.org. 

I’ve lost my password. What should I do? 

Please click on the “Forgot my password” button on the portal sign in page. 

When should I use the portal? 

Once you’re registered for the portal, it’s easier to complete the COI process after an inspection by an insurer:

  • After an insurer uploads a Record of Inspection (ROI), owners will be asked to review and validate their ROI online
  • Owners can pay COIs online
  • Once payment is accepted, owners can view, download and print their COIs.
  • You can also view and download your inventory details
Who do we contact if the inventory information on the portal is incorrect? 

Please send an email to customerservices@tssa.org.

Can we filter by site address or owner/operator name on inventories to help narrow down our search? 

Due to system limitations we are not able to filter in the portal, but we have provided the ability for users to download a list of inventories into an Excel file that can be filtered. 

Is there a fee for the Certificate of Inspection?

Yes. There is a fee for COIs which must be paid to TSSA by device owners.

How will the COI fees apply if I have multiple BPV devices?

Owners of multiple BPV devices require a Certificate of Inspection (COI) for each device owned. Fees apply for each COI.
