
Matthew Kanter leads TSSA's legal, policy and investigations functions. He provides strategic counsel across a range of public safety, prosecution and consumer protection matters, as well as policy development that advances TSSA's vision as an Outcome-Based Regulator.
Before joining TSSA, Matthew served as General Counsel at the Municipal Property Assessment Corporation (MPAC), where he oversaw legal services, corporate governance, audit and risk, privacy, quality service, legislative interpretation and assessment litigation.
Matthew has also worked in private practice in both Toronto and New York City. He was called to the New York State Bar in 2010, the Ontario Bar in 2012, and earned a Certified In-House Counsel designation from the Canadian Corporate Counsel Association in 2019.
Matthew holds a Bachelor of Arts (Political Science), Bachelor of Laws and Bachelor of Civil Law degrees from McGill University in Montreal, as well as a Master of Public Policy from Georgetown University in Washington, D.C.
