Improper storage and handling of fuel in aboveground and underground storage tanks can negatively impact the environment. If an incident occurs that has an impact on the environment in Ontario, it is the Technical Standards and Safety Authority’s (TSSA’s) responsibility to make sure that incident is properly investigated and managed.
As part of the Fuels Safety Program, Environmental Services helps promote safe fuel storage and protect the environment by ensuring that a company’s actions to deal with a fuel leak or spill comply with proven and effective environmental requirements.
Environmental Services also helps coordinate educational events related to fuel storage and handling requirements in Ontario and develops new programs for fuel storage to promote a healthier environment.
Environmental Management Protocol
Ontario’s Liquid Fuels Handling Code (LFHC) and Fuel Oil Code require compliance with the Environmental Management Protocol for Fuel Handling Sites in Ontario (PDF).
This protocol outlines the reporting, assessment and management of petroleum products that have escaped to the environment.
To administer the Environment Management Protocol, TSSA works with property owners to ensure that groundwater and soils affected by a spill or leak will be returned to Ontario’s standards.
The Protocol applies only to operations governed by the Technical Standards and Safety Act and the following codes and regulations:

Abandoned underground tanks
Under the Liquid Fuels Handling Code and the Fuel Oil Code, all underground storage tanks must be removed within two years of disuse.
If removal of a tank is not feasible, you may apply to seek a variance from this code requirement (PDF).
You must also request an Environmental Assessment (PDF) to abandon an underground fuel storage tank in place.
Applying for Environmental Services
To request environmental services, submit the Environmental Review Services form. Submit the PDF and all applicable fees via the TSSA’s Prepayment Portal.
