The Technical Standards and Safety Authority (TSSA) offers a number of training and certification services related to fuels safety in Ontario.

A fuels safety technician is a certified professional who performs a variety of tasks, including the installation, service and maintenance, for various types of equipment that operate on gaseous fuels, fuel oil and compressed gas, as set out in Ontario Regulation 215/01: Fuel Industry Certificates and all associated regulations. A petroleum mechanic is a certified professional who performs work on petroleum equipment as set out in Ontario Regulation 216/01 and all associated regulations.

Record of Training Required to Renew Certificate Starting July 1, 2022
As COVID-19 restrictions are lifted across Ontario, the Technical Standards and Safety Authority (TSSA) will resume the enforcement of Record of Training (ROT) requirements for propane certificate holders to ensure public safety with effect from July 1, 2022. 
 
Due to the pandemic disruption, TSSA has made certain exceptions to training and recertification requirements that allowed propane certificate holders to renew their certificates prior to expiry without having completed continuing education requirements. Certificate holders who renewed their certificates under this exception have a 120-day grace period to complete and submit to TSSA proof of their outstanding continuing education requirements by July 1, 2022.
 
As public health indicators point to Ontario’s continued return to normalcy, TSSA will enforce the following training and recertification requirements for propane certificate holders starting from July 1, 2022:
  • TSSA inspectors will enforce the requirements to hold a valid ROT certificate.
     
  • New requests or renewal applications to operate a fuels industry facility in Ontario that require a valid ROT certificate will be accepted if a valid ROT is part of the application. 
     
  • To meet the July 1 deadline, holders with an expired ROT should begin retraining no later than March 1, 2022.
     
  • Holders who have an expired ROT and have not completed the mandatory full retraining or skills retesting will be required to obtain a valid ROT certificate from an accredited training provider by July 1.
     
  • ROT holders (individuals and teachers) must renew their ROTs by July 1.
ROT training programs equip trainees with minimum safety and skills competency based on the scope of the ROT certificate as identified by Ontario Regulation 215/01. Meeting ROT requirements is key to ensuring that certificate holders have the required theoretical and practical skills needed to perform the work safely.
