The Technical Standards and Safety Authority (TSSA) actively solicits the advice and input of key stakeholders from the respective industries that it regulates through several industry specific advisory councils. The advisory councils are invited to work with TSSA in support of safety initiatives and general enhancements in service delivery within their respective industries.
The Propane Advisory Council was established to provide a forum through which TSSA can consult with industry relative to its safety strategies and receive valuable input and advice to help guide TSSA’s decision making and operations. This structure provides:
•a communication channel through which their safety concerns can be voiced.
•a means to support and advise TSSA with respect to continuous improvement of itsservices.
•a valuable resource through which to solicit industry input and advice; and
•a mechanism to facilitate communication back to industry at large.

New platform improves the BPV COI Portal’s technical capabilities & unifies access with TSSA Client Portal
Owners and insurers of boilers and pressure vessels (BPV) can now access the BPV Certificate of Inspection (COI) Portal from the TSSA Client Portal. The successful integration of the BPV COI Portals for Insurers and Owners with the Client Portal marks a significant milestone in improving user experience.
The migration of the BPV COI Portal to a new platform, which also hosts the Client Portal, is part of TSSA’s strategic plan to harmonize work processes and enhance customer service. In addition to unifying access to both portals, platform migration also improves the technical capabilities of the BPV COI Portal, allowing for new features that enhance functionality and support evolving business needs.

A possible disruption to postal services could begin in late May that would impact the delivery of paper invoices and mailed authorizations from the Technical Standards and Safety Authority (TSSA). We’re monitoring the situation and reaching out to help our regulated clients stay informed and to navigate potential mail disruption.
To ensure you continue to remain compliant and up-to-date, we encourage using the TSSA Client Portal to download certificates, registrations, licences and other authorizations. As the receipt of cheques may also be affected, we encourage clients to view outstanding invoices and pay for invoices on the Client Portal, as well as sign up for paperless invoicing. This is the best way to manage your account.

New platform enhances technical capabilities and alignment with the BPV COI Client Portal for Owners & Insurers

The Technical Standards and Safety Authority (TSSA) is migrating the BPV Certificate of Inspection (COI) Portals for Owners and Insurers to a new platform. The existing platform on which the BPV COI Portals are hosted will no longer be supported by Microsoft.

In preparation for this migration, please note that the existing BPV COI Portals will be unavailable from Sunday, June 1, 6 p.m. EST to Monday, June 9, 8 a.m. EST. For urgent matters or to report high-risk violations during the Portal transition period, please email bpvcustomerservice@tssa.org.
We strongly encourage customers to plan ahead and do transactions before the scheduled migration starting on June 1, 2025.

As an Outcome-Based Regulator, Technical Standards and Safety Authority (TSSA) is committed to continuously improving safety outcomes across Ontario. TSSA has identified an opportunity to strengthen the safe operation of Ontario’s biogas facilities by introducing regular audits aligned with both Gaseous Fuels Regulation, O. Reg. 212/01 and with other sectors under TSSA’s oversight.
Starting in April 2025, TSSA will launch the Biogas Facility Audit Program, which applies to all biogas facilities in Ontario—commonly referred to as digester, landfill, and biogas (DLB) facilities. This program aims to support improved compliance and ensure ongoing safety in the sector.
These audits will roll out in phases over the next three years. TSSA will contact each biogas facility owner directly to schedule their first audit and offer necessary assistance throughout the preparation and audit process. Facilities can anticipate an audit approximately every three years. This audit program is expected to eventually transition to a risk-based model, where high-risk biogas facilities would be audited more frequently than lower risk facilities. TSSA’s inspection rate will be charged for the audits and follow-ups, if one is required. For more information, please read TSSA’s fee schedule.
TSSA will continue to conduct initial engineering review and registration of biogas entities to ensure code compliance at the design and construction stage. The new audit program will establish a regular review cycle for code and regulatory compliance from an operational and maintenance perspective, ensuring that audited facilities continue to meet safety and compliance standards and address any emerging risks. Through the audit, facility owners can take greater ownership of compliance by demonstrating that their processes and records meet regulatory requirements.
The audit program will focus on the five primary requirements under the Gaseous Fuels Regulation, O. Reg. 212/01 that are defined as the facility owner’s responsibilities. These responsibilities fit into the following five categories:
1. Site compliance with respect to fuel storage and fuel burning equipment associated to it
2. Employees’ certification and compliance
3. Incident reporting, identification and action
4. Identification and action of non-compliances (unacceptable conditions)
5. Compliance to documented Operating and Maintenance Procedures submitted during initial registration
Owners will be required to address all non-compliances found during the audit and TSSA will do a follow up inspection to ensure any outstanding high-risk safety issues are resolved.

As part of ongoing efforts to enhance public safety and ensure compliance with safety standards, Technical Standards and Safety Authority (TSSA) will impose administrative penalties for certain issues with residential elevating devices, starting June 9, 2025.
The administrative penalties currently apply to specific non-compliances related to passenger elevators in residential buildings, including those in the following settings:
The administrative penalties will be imposed when a business or an individual fails to comply with the safety requirements listed below under Ontario Regulation 209/01: Elevating Devices:
Regulation Section | Title | Description |
36 (1) (b) | Reporting of incidents involving death or injury | The contractor maintaining an elevating device involved in an incident that results in death or injury shall provide TSSA with a written report on incidents within 24 hours of learning of incident |
25 (3) | Installation and alteration of elevating devices | Owner is responsible for ensuring that any alteration to the elevating device is made only by contractors registered with TSSA |
24 (1) | Eligible elevating device technicians | No person shall work on any elevating device unless employed by a contractor registered with TSSA and trained either as a mechanic or as a mechanic-in-training under the supervision of a mechanic |
Penalty amounts for each contravention of the specified regulatory requirements are as follows:
Administrative penalties must be paid within 30 days. An appeal can be filed with the Licence Appeal Tribunal within 15 days of receiving the penalty notice.
To ensure transparency of enforcement, TSSA will maintain a publicly accessible record of imposed administrative penalties.
