Compliance Standards for Conveyors

IMPORTANT: These Compliance Standards will go into effect in 2023.

Incident Reporting

  • Incident reporting is required by law - Director’s Guideline #214/09 r2.
  • In the case of death, serious injury or immediate hazard, call the TSSA at 1-877-682-8772.
  • Report all incidents to TSSA by email at ed-incident@tssa.org and call 1-877-682-8772.
  • To report an incident involving a ski lift, please refer to TSSA’s Ski Lift Incident Reporting Guidelines and complete the Passenger Ropeways (Ski Lifts) Incident Reporting Form.

Compliance standards are lists of high-risk non-compliances associated with various devices. On periodic inspections, TSSA will only follow-up on these high-risk non-compliances; however, regulated parties should recognize these high-risk non-compliances as items that need to be immediately addressed at any time. Other non-compliances do not pose the same level of risk but should be addressed in accordance with the timeline outlined in the compliance standard and indicated by the inspector. For more information, visit Compliance Standards - What, Why and Benefits.

Owners and operators are responsible for verifying that proper operating and maintenance procedures are being followed to ensure public safety, and have specific responsibilities for conveyor device safety under Ontario Regulation 209/01: Elevating Devices.


Important Reminders

Certified Mechanics 

  • No person shall undertake any work on a ski lift unless the person is employed by a contractor and is either a mechanic or a mechanic-in-training working under the supervision of a mechanic
  • A person may be involved in a task that is ancillary or incidental to the installation or maintenance of a ski lift provided he or she is supervised by a mechanic 

Preseason Inspection 

  • Licence holders shall perform and document their preseason inspection to confirm compliance with Part 5 of the Elevating Devices Code Adoption Document.

TSSA Periodic and Operational Inspections

  • TSSA periodic inspections are scheduled on a risk informed basis. Contact your local inspector to confirm if your lift is scheduled for inspection.  Arrangements for inspections should be made with TSSA, preferably prior to the start of the season, to minimize any potential disruptions to your operation.
  • An operational inspection may be required for your lift and it will be conducted during the ski season. Please have a copy of your preseason inspection at the ski area so it is available for the TSSA Inspector. The Inspector will check:
    • The device is only operated and attended by trained and competent personnel
    • The operator/attendant is located where they can observe the ropeway/conveyor operation and can immediately access stopping and communication devices
    • That a second attendant is  located at the unloading area where a single operator is not able to maintain surveillance of the entire pathway
    • That provisions are made to readily load or unload or assist passengers who fail to load or unload



Compliance Standards / High-Risk Items for Conveyors

During the periodic inspection, TSSA will be checking the following items and orders will be issued for non-compliance.

Note: In some circumstances, orders may be issued where high-risk safety hazards are discovered which are not identified in this standard.

  • SHUT DOWN- means if the item is deficient and will result in an order for immediate compliance (0 days for the compliance time):
    • Remove the device from service and
    • Repair before putting it back into service
    • A repair can be done immediately during the maintenance unless it is a reportable incident according to the Incident Reporting Guidelines. Even if it is a reportable incident, a TSSA Supervisor, Incident Management Specialist or Investigator can authorize an immediate repair
  • REPAIR / REPLACE - means if the item is deficient and will result in an order with a 14-day time period for compliance:
    • Fix as needed

General

  • REPAIR / REPLACE - If licence has expired.

Machine Space/Control Room

  • SHUT-DOWN – If the machine/control room lighting is not adequate or working.

Controller

  • SHUT-DOWN – If any electrical protective devices are not operative (jumpers including fuses).
  • SHUT-DOWN – If the stop buttons at the attendant and operator stations, entrances to electrical control spaces, drive system spaces, tensioning system spaces, are not operative.
  • SHUT-DOWN – If the overspeed device is not operative.

Automatic Stopping Device Located at Belt Transition Area

  • SHUT-DOWN – If the maximum stopping distance is more than 25% of the circumference of the drive drum.
  • SHUT-DOWN – If the opening of the belt transition is more then 85 millimetres.
  • SHUT-DOWN – If obstructions are present within 1.5 times the maximum stopping distance.
  • SHUT-DOWN – If the automatic stopping device located at the unloading area does not manually reset.
  • SHUT-DOWN – If the automatic stopping devices is not activated after 10 millimetres of movement.
  • SHUT-DOWN – If the belt entry switch is not operative.

If Automatic Stopping Device has Less Than 75 Millimetres of Movement

  • SHUT-DOWN – If the maximum stopping distance is more then 75% of the movement of the stopping device.

Automatic Stopping Device Located Downhill of Belt Transition Area

  • SHUT-DOWN – If the stopping device is not operative.
  • SHUT-DOWN – If the stopping device does not extend the full width of the belt surface.
  • SHUT-DOWN – If the stopping device is not of the current carrying type.
  • SHUT-DOWN – If the stopping device is located more than 100 millimetres above the belt surface.
  • SHUT-DOWN – If the stopping device can be avoided.
  • SHUT-DOWN – If the stopping device vertical supports are located less than 300 millimetres from both edges of the belt.

Anti-Rollback Device

  • SHUT-DOWN – If the anti-rollback (one-way bearing) is not free moving or is not operative.

Communication

  • SHUT-DOWN – If the communication systems are not operative at the unloading and loading area.

Conveyor Path

  • SHUT-DOWN – If the rigid skirting is not in place along the full length of the conveyor.
  • REPAIR / REPLACE – If the skirting does not extend immediately below the level of the walking surface for 1,000 millimetres or to within 150 millimetres of ground level.

Clearances

  • SHUT-DOWN – If trees or shrubs are closer than two metres horizontally and three metres vertically from the belt surface.
  • SHUT-DOWN – If the horizontal clearance between each exposed edge of the belt and any obstruction for the full length of the belt between the loading and unloading zones is less then 300 millimetres.

Line Equipment

  • REPAIR / REPLACE – If the external belt guides are not continuous, with their joints and ends of sections designed, fitted, and secured so as not to create any pinching or catching hazards.
  • REPAIR / REPLACE – If the conveyor belts splices are not in accordance with the manufacturer's instructions.

Operation

  • REPAIR / REPLACE – If the line equipment is not cleared of ice and snow before operation.
  • REPAIR / REPLACE – If the operating controls are located in such a manner that attendants cannot remain clear of the moving equipment.
