The Technical Standards and Safety Authority (TSSA) inspects all operating power plants that are registered with us at least once over the course of a two-year period.
The frequency of our inspections is determined by the potential safety risk a plant presents to the public:
- Low to medium safety risk [timeframe to be confirmed]
- High safety risks can be inspected as often as every six months
Consulting services |
When requested, we will conduct a preliminary review of plant designs. We determine if they meet with our registration requirements and conform with safety laws, codes and standards. |
Pre-inspection services |
When requested, we will provide pre-inspection services of new equipment or plants. We identify any potential non-compliant safety issues before a mandated inspection or registration takes place. |
Types of inspections |
The TSSA conducts different types of Operating Engineers (OE) inspections. |
Initial or periodic inspections |
We conduct an initial inspection when plants are first registered with us. We verify on a regular basis that they, and the personnel operating them, are operating in compliance with safety laws, codes and standards. |
Non-compliance of regulations inspections |
The TSSA issues orders outlining the nature of any infraction and the hazards involved. We will then follow up with the necessary actions to be taken regarding any non-compliance with safety laws, codes or standards. In worst case scenarios, we will order a device or plant to stop operating until compliance is met. |
Incident investigations |
In accordance with Ontario Regulation 219/01: Operation Engineers, the TSSA investigates accidents that result in personal injury or loss of life, or loss of or damage to equipment or property. |
Sealing or unsealing of equipment |
We will apply seals to reduce the power rating of individual plants. Seals allow operation of the plant with reduced staffing requirements and prevent unsafe equipment from operating. Our OE inspectors must agree with the unsealing of any equipment. |
