As an inspection authority of fuels as they relate to transmission, distribution, transportation, storage, dispensing and utilization (burning), the Technical Standards and Safety Authority (TSSA) carries out inspections and licensing for new or existing:
- Pipelines
- Gas stations
- Marinas
- Bulk plants
- Compressed natural gas (CNG) or propane fuelling stations/propane used in vehicles
- Tanker trucks that dispense, transmit, distribute or transport gasoline-related products, compressed natural gas or propane
- Propane dispensing facilities and propane cylinder exchange sites
- Private fuel outlets (inspection only)
New facility inspections are conducted before licensing. Existing facilities are also inspected on a periodic basis. Inspection frequency is determined using a risk-based model.
Contractors who work on these facilities are also registered through the TSSA and are periodically audited. Our Fuels Inspection Team also investigates incidents or reports of non-compliance at these facilities.
The TSSA also provides special approvals, audits registered contractors and investigates incidents and reports of non-compliance.
New Process to Schedule Fuel Inspections Starting April 18
The Technical Standards and Safety Authority’s (TSSA) Fuels program has successfully transitioned to an upgraded IT solution on March 1, 2022.
With the completion of this transition, Fuel customers should be aware of the following changes to scheduling inspections starting on April 18:
- Centralized Inspection Scheduling Takes Effect:
Effective April 18, Fuel customers are required to contact TSSA’s inspection scheduling agents to schedule inspections through one of the followings ways:
- Email the Inspection Request Form to fuelsinspection@tssa.org; OR
- Call the toll-free number 1-833-WFP-TSSA (1-833-937-8772) from Monday to Friday, 8:00 a.m. to 5 p.m. (excluding public holidays) with the following information ready on hand:
- Work order number
- Type of inspection
- Preferred inspection date and time (subject to availability)
- Customer name
- Primary business address and/or billing address
- Inspection site address and contact
Inspection request dates must be at least five business days in advance from the date the form is submitted to ensure availability.
A minimum of 24 hours of notice is required when rescheduling a pre-booked inspection.

- Scheduling of Engineering Requests for Field Approval/Variances:
Starting April 18, TSSA’s inspection scheduling agents will schedule engineering requests for Field Approval and Variances requiring the dispatch of an inspector. Upon receiving engineering approval, customers will be informed via email to contact the inspection scheduling team to arrange for an inspection.

Types of inspections
Fuels for heating |
Fuels like natural gas and heating oil are part of our everyday life. They keep our homes warm in the winter through appliances like gas furnaces or fireplaces. It's our job to ensure that equipment and appliances associated with the transportation, usage and handling of these fuels comply with Ontario's laws. We also work with industry groups to help raise public awareness about fuels safety, specifically to educate the public about the risk of carbon monoxide poisoning. |

New equipment |
New equipment must be approved to a recognized standard by a testing agency. Where equipment has not been certified, we provide a Field Approval of the device. Please note that registered contractors must perform all work on fuel equipment done at licensed sites. |
Existing equipment |
The certificate holder provides inspections of repaired equipment and its associated piping, etc. TSSA periodically performs inspections to ensure that equipment remains in compliance with the initial approval and is being operated within current codes and standards. |
Non-compliance |
Where any non-compliance is discovered, TSSA orders appropriate corrective actions to be implemented, and in worst-case scenarios, orders a device or facility to stop operating until the compliance is met. The person responsible for the non-compliance will be invoiced the cost of this inspection. |
Incident investigation |
If an incident such as a fire, explosion, carbon monoxide poisoning, fuel leak or spill occurs, it must be reported to TSSA's Fuels Safety Division immediately in order for an investigation to be conducted. Tampering with the scene, except to save property or ensure safety, is not permitted. View our Report an Incident page for more information. |
