Improper storage and handling of fuel in above and underground storage tanks can negatively impact the environment. In Ontario, it is the Technical Standards and Safety Authority's (TSSA) responsibility to ensure incidents where the environment is impacted are properly investigated and managed.
As part of the Fuels Safety Program, Environmental Services helps to promote safe fuel storage to protect the environment by ensuring that a company's actions to deal with a fuel leak or spill comply with proven and effective environmental requirements. This department also helps coordinate educational events related to fuel storage and handling requirements in Ontario, as well as developing new programs for fuel storage to promote a healthier environment.
Environmental Services has three programs that address specific fuels storage issues and needs.
Environmental Management Protocol |
Ontario's Liquid Fuels Handling Code and the Fuel Oil Code require compliance with the Environmental Management Protocol for Fuel Handling Sites in Ontario. This protocol outlines the reporting, assessment and management of petroleum products that have escaped to the environment.

Abandoned underground tanks |
Under the Liquid Fuels Handling Code (LFHC) and the Fuel Oil Code (FOC), all underground storage tanks must be removed within two years of disuse. If removal of a tank is not feasible, you may apply to seek a variance from this code requirement. |
Environmental Review Services Form Application Process |
To enhance the application and review process, the Environmental Review Services form (ERSF) is an electronic PDF document available on our website that can be filled in electronically and submitted for processing. Electronic submissions of the completed ERSF and complete PDF copies of the environmental assessment report allow for improved processing and customer service.
