Labour mobility recognizes an individual certified for a specific occupation in one province or territory for the same or matched certification in another province or territory. No additional material training, experience, examinations or assessments are necessary.

Matched certificates and non-matched equivalency
If the Technical Standards and Safety Authority (TSSA) deems certification from another jurisdiction a match in the province of Ontario, we request that applicants fill out an application for certification. We also ask applicants to submit to non-material examinations.

Elevating device labour mobility process
A certification candidate who holds a matched equivalency from another jurisdiction is eligible to follow the labour mobility certification process for elevating devices.
Once the TSSA issues formal approval, the candidate must complete an open book examination on Ontario's Acts and Regulations. In order to qualify for a certificate, the candidate must pass the examination with a minimum grade of 70%.
Candidates who don't score a passing grade on the examination must submit a new examination request to re-write the examination, no sooner than 30 days from the original examination date. We allow candidates up to two examination re-writes, if required.
If the applicant fails the examination on three successive attempts, the applicant shall wait six months before attempting a re-write.
Please note that once a person receives certification in Ontario; he or she is required to abide by the same post-certification requirements as all Ontario certified persons. For example, Ontario may require certificate holders to participate in specific continuing education programs to renew their certificate with Ontario. If implemented, this will apply to both new and existing certificate holders in the province of Ontario.
