Petroleum Equipment Mechanic Certification

Q : As a registered contractor under the Technical Standards & Safety Act, 2000 Liquid Fuels Regulation 217/01, how am I affected by the Petroleum Equipment Mechanic certification program?
A : Regulation 216/01 for Certification of Petroleum Equipment Mechanics holds liquid fuels contractors accountable for ensuring that the tank systems, dispensing systems and the equipment they service and operate are installed, serviced and maintained by qualified and trained personnel. The regulation sets out the qualifications an individual must meet in order to qualify for a certificate of qualification as a Petroleum Equipment Mechanic.

Q : Is my Ontario certificate of qualification as a Petroleum Equipment Mechanic accepted in all other Canadian jurisdictions?
A : No formal mechanism is in place at this time. However, there are more informal processes in place which would assist the mechanic or the contractor. For more information, please contact the jurisdiction you may be considering or contact Training and Certification Services.

Q : Is this program of training based primarily on theoretical classroom or practical hands-on training?
A : Although there is a certain amount of time required in the classroom, the majority of the training for each of the certificate categories is based primarily on hands on training. The skills are identified in a sign-off document available through Training and Certification Services. As the skills have been acquired and demonstrated to a fully qualified mechanic, the trainee has the item signed off in the booklet. This continues until all of the required skills for the category being sought have been demonstrated and signed off.

Q : Is it sufficient to have only one certified Petroleum Equipment Mechanic on a job site to supervise the work of people who do not have any certification?
A : No, this is not an option. Each person on the site performing work that falls within the scope(s) of a Petroleum Equipment Mechanic or Helper category must be certified accordingly. The objective is to ensure that all personnel are trained and certified to their level of expertise and competency. Even the help at a site who only provides assistance must undergo training and certification at the PMH level.

Q : May someone who holds a Site Operator certificate work as a Petroleum Equipment Mechanic -Contractor Helper (PMH)?
A : No. The Site Operator certificate is not an equivalent to the PMH certificate. The SO is required for the fuel facility operator who provides minor maintenance on their own pumps but is also equally focused on site management procedures and code requirements.
