Repair Inspections
Repair to Boilers, Pressure Vessels, Piping & Fittings
Exemptions Refer to Section 2(2) of the Boilers and Pressure Vessel Regulation for a list of exemptions. Safety Bulletin SB00-7 on this site gives guidance on systems that are exempt from the Regulation.
General From time to time repairs to boilers, pressure vessels, piping and fittings may be required. The Technical Standards and Safety Act, Boilers and Pressure Vessels Regulation and CSA-B51, The Boiler, Pressure Vessel and Pressure Piping Code, provide the requirements for repairs.
Contact your local TSSA Inspector before starting any repair of a boiler, pressure vessel, piping or fitting.
Repairs are defined as follows: Repair, means any work necessary to restore a boiler or pressure vessel to a safe and satisfactory operating condition that does not result in a deviation from the original design.
Design Registration Design registration is not usually required for repairs to boilers, pressure vessels, fitting or piping. Consult the local TSSA inspector if further information is required.
Quality Program A certificate of authorization from TSSA is required to perform repairs.
A National Board "R" stamp certificate of authorization is also acceptable (in lieu of a TSSA certificate of authorization) provided all of the requirements of the National Board program, including National Board data reports and application of the "R" stamp are included.

Repair Guidelines The National Board Inspection Code, ANS/NB-23, provides guidelines that may be used to ensure satisfactory alterations are performed.
A guide to some of the requirements to be satisfied for repairs are as follows (These guidelines do not limit the right of the TSSA Inspector to call for any additional requirements necessary to perform a proper inspection):
- Repairs require the involvement of an Inspector before the repair of a device is started.
- Proper identification on the material is required for all repairs (e.g. Mfr. Name , Spec., Grade, etc.)
- Mill test reports are required for all plate materials used for repairs.
- TSSA registered welding or brazing procedures are required for all welded or brazed repairs.
- Welders or brazers for all repairs must be qualified in accordance with the TSSA registered procedures.
- Nondestructive examination of repairs may be required.
- Post Weld Heat Treatment of repairs may be required.
- Pressure Testing to the satisfaction of the Inspector is required on completion of repair work.
- Signing of a Repair Report by the repair contractor is required on completion of the repair.
