Alterations to Boilers, Pressure Vessels, Piping & Fittings

Exemptions
Refer to Section 2(2) of the Boilers and Pressure Vessel Regulation for a list of exemptions. Safety Bulletin SB00-7 (Download) on this site gives guidance on systems that are exempt from the Regulation.

General
From time to time alterations to boilers, pressure vessels, piping and fittings may be required. The Technical Standards and Safety Act, Boilers and Pressure Vessels Regulation and CSA-B51, The Boiler, Pressure Vessel and Pressure Piping Code, provide the requirements for alterations.

Contact your local TSSA Inspector before starting any alteration of a boiler, pressure vessel, piping or fitting.

Alterations are defined as follows:
  1. Any change in the item described on the original Manufacturers Data Report that requires a change of design calculations or otherwise affects the pressure containing capability of a boiler or pressure vessel.
  2. Non-physical changes such as an increase in the maximum allowable working pressure (internal or external) or design temperature of a pressure-retaining item.
  3. A reduction in minimum design temperature such that additional mechanical tests are required.
Design Registration
All alterations require design registration with TSSA prior to starting the work. Please refer to the Design Registration portion of this website for the requirements for alterations.

Quality Program
A certificate of authorization from TSSA is required to perform alterations. A National Board "R" stamp certificate of authorization is also acceptable (in lieu of a TSSA certificate of authorization) provided all of the requirements of the National Board program, including National Board data reports and application of the "R" stamp are included.

Alteration Guidelines
The National Board Inspection Code, ANS/NB-23, provides guidelines that can be used to ensure satisfactory alterations are performed.

A guide to some, but not all, of the requirements to be satisfied for alterations are as follows (These guidelines do not limit the right of the TSSA Inspector to call for any additional requirements necessary to perform a proper inspection):
  1. Design registration of all alterations with TSSA is required.
  2. Alterations can only be performed by TSSA or National Board Repair Certificate Holders.
  3. Alterations require the involvement of a TSSA Inspector before the alteration of a device is started.
  4. Proper identification on the material is required for all alterations (e.g. Mfr. Name , Specification, Grade, etc.)
  5. Mill test reports are required for all plate materials used for alterations.
  6. TSSA registered welding or brazing procedures are required for all welded or brazed alterations.
  7. Welders or brazers for all alterations must be qualified in accordance with the TSSA registered procedures.
  8. Nondestructive examination of alterations by CGSB qualified personnel may be required.
  9. Post Weld Heat Treatment of alterations may be required.
  10. Pressure Testing to the satisfaction of the Inspector is required on completion of alteration work.
  11. Signing of an Alteration Report by the contractor is required on completion of the alteration.
