Dedicated to Better Public Safety
Technical Standards & Safety Authority (TSSA) was created in 1996 to deliver public safety services on behalf of the Government of Ontario in four key sectors:
  • boilers and pressure vessels and their associated Operating Engineers;
  • amusement and elevating devices (elevators, escalators, ski lifts);
  • hydrocarbon fuels (transportation, storage and distribution, utilization); and,
  • upholstered and stuffed articles.
TSSA is a not-for-profit, self-funded "delegated administrative authority" that administers and enforces public safety laws in the four designated sectors under the province's Technical Standards and Safety Act. With headquarters in Toronto, the authority has 330 employees across Ontario. Governed by a 13-member board of directors with relevant backgrounds, the authority is accountable to the Ontario government. TSSA funds its operations by charging its industry clients a fee for the services it provides.

Services
The scope of TSSA's activities in the sectors in which it operates:
  • public education;
  • training and certification;
  • licensing and registration;
  • engineering design review;
  • inspections; and
  • safety management consultation.
While the corporation has the authority to order changes to, and even shut down unsafe operations when necessary, its focus is on prevention, and it prefers to work co-operatively with its industry partners and other stakeholders, including the general public, to improve safety in the workplace, in homes and at recreational facilities.

Within its partnership with industry, TSSA consults with advisory councils that have been established for each of the sectors it regulates. The authority and these 11 industry advisory councils work closely together, primarily to better understand and reduce risk, but also to develop public education plans, training proposals, regulatory changes, design changes and new inspection processes.

Advisory Councils are supported by technical committees that recommend the detailed processes needed to carry out their plans. These technical committees, called Risk Reduction Groups, also propose operating improvements for their sectors that may require regulatory changes. They are crucial to looking at specific safety problems in their sectors and finding solutions. This close partnership with industry is fundamental to the improvement of public safety in Ontario.

TSSA also benefits from a Consumer's Advisory Council, which effectively balances the interests of consumers, industry and government. Since its inception, TSSA, with the integral help of its industry partners, has significantly improved public safety in Ontario. Its long-term vision is to be the world leader in public safety services.
